Samsung Engineering awarded contract for Phase II of the PEMEX Dos Bocas refinery
Samsung Engineering, one of the world’s leading engineering, procurement, construction and project management (EPC&PM) companies, announced that the Samsung Ingenieria Manzanillo, S.A. de C.V. and Asociados Constructores DBNR, S.A. de C.V. (AC DBNR) consortium, received an LOI(Letter Of Intent) for the contract of PEMEX Dos Bocas Refinery Plant - Phase II from PTI Infraestructura de Desarrollo, S.A. de C.V. (PTI-ID), a subsidiary of the Mexican state-owned oil company PEMEX (Petróleos Mexicanos).
Samsung Ingenieria Manzanillo, S.A. de C.V. is a subsidiary of Samsung Engineering. AC DBNR is a joint venture consisting of Samsung Ingenieria DUBA, S.A. de C.V., a subsidiary of Samsung Engineering, Constructora Industrial de Moncolova, S.A. de C.V. (COIMSA) and Construcciones Mecanicas Monclova, S.A. de C.V. (COMMSA), both companies based in Mexico. The project is located at Dos Bocas Harbor, Tabasco State 700 km east of Mexico City, which will process 340,000 barrels of oil a day.
The total contract amount for Phase II is USD 3.6 billion. The PEMEX Dos Bocas Refinery project is divided into two phases. Phase I includes FEED (Front-End Engineering Design), Detail Engineering development of project execution plan and constructability, as well as a cost estimate and Early Work for Phase II. Phase II, awarded this time, is the continuation and conversion into a total Engineering, Procurement and Construction (EPC) contract.
The refinery consists of six packages in total and Samsung Engineering received two out of them, Package 2 which includes Diesel Hydrodesulfurization(DHDT) Unit, Gasoil Hydrodesulfurization(HDS) Unit, Naphtha Hydro-treating(NHT) Unit and Naphtha Reformer and Package 3 which includes Fluid Catalytic Cracking (FCC) Unit.
The Phase I FEED-EPC linkage strategy was key for receiving this order. Samsung Engineering has been steadily targeting the FEED field, with its excellent marketing competiveness and project execution capabilities, based on its engineering effectiveness.
Samsung Engineering has been able to receive this EPC order, through the successful progress of the Phase I. Samsung Engineering won and implemented the FEED, for this project from 2019, and has been proactively carrying out detailed engineering, ordering major equipment, and on-site foundation work to ensure smooth business progress. Samsung expects that the high level of understanding of the project following the implementation of FEED development will help in the successful EPC implementation in the future.
The partnership with the global oil company PEMEX is also expected to contribute to the success of the project. This project is Samsung Engineering's 6th PEMEX project. Samsung Engineering previously executed effectively the Salamanca Refinery Naphtha HDS/CCR Reformer Project, Tula Refinery VGO HDS/Butane Isomer Project, Minatitlan Refinery Pkg.6 Alkylation Project and Salamanca Refinery ULSD Project in Mexico for PEMEX. The client's trust from the successful execution of the past projects has led to this order.
A Samsung Engineering spokesperson stated, "This order is based on Samsung Engineering's engineering competitiveness, which has been accumulated over a long period of time”. He further added, “we will successfully lead this project by utilizing our refinery project knowledge and experience in the Mexican market."
